P.R. Laws tit. 20, § 3306
(a) Nonresident actors. — The Accrediting Board may issue, at its discretion, a temporary license to perform as an actor when the person substantially meets all other requirements of this chapter and pays the dues provided below for a person who is not a resident of Puerto Rico who has been invited or contracted for a specific work or project. The application for a temporary license shall contain the name of the invited person, the name of the contracting person or entity, the duration of the work contract and evidence that the requirements of this chapter were substantially met. The Accrediting Board, at its discretion, may grant the applicant a temporary license for a period that shall not exceed thirty (30) days in any calendar year. The Board, at its discretion, may extend said license for an additional thirty (30) days if the circumstances so merit.
(b) Temporary permits. — The Association may grant temporary permits for a period of two (2) years, but during that period the actor shall be bound to meet the requirements established in subsections (a) or (b) of § 3305 of this title. The fees to be charged for said permit shall be determined by the Association according to the provisions of its regulations.
(c) Special temporary permits. — The Association may issue an authorization to a person whose participation in a production is for a limited time, but that due to the nature of the same it cannot be covered by a member. The Association shall charge a special fee as provided through regulations. This permit shall be in effect during the length of the season of the production, for up to a maximum of three (3) months.
