P.R. Laws tit. 20, § 3251
Through due process of law, the Board may deny, suspend or revoke any license granted under this chapter for any of the following reasons:
(a) The use of drugs, alcohol, or both, or any other substance, to such a degree that it will interfere with the ability of the persons to practice professional counseling.
(b) conviction for committing a felony or misdemeanor involving moral turpitude.
(c) For committing fraud, using deception, misrepresentation or bribery to obtain a license issued according to the provisions of this chapter.
(d) Obtaining or attempting to obtain fees or other type of compensation or benefit through fraud, deceit or misrepresentation.
(e) For incompetence, misconduct, fraud, misrepresentation or dishonesty in the performance of his/her functions or duties as a professional counselor, as defined in this chapter, and the applicable regulations, and the Code of Ethics.
(f) Violate, or collaborate with another person in the violation of any provision of this chapter, or any rule or regulation established hereunder.
(g) Use or allow another person to use a license or other false document, to comply with the provisions of this chapter.
(h) Collaborate or allow another person that does not hold a license according to the provisions of this chapter to purport or act as a professional counselor, or a professional counselor with a provisional license.
(i) Whose license or authorization to be entitled or to practice counseling in another jurisdiction has been denied, revoked suspended due to reasons for which such license would be denied, revoked or suspended, pursuant to this chapter.
(j) Has been determined to be mentally incapable to practice professional counseling by a competent court.
(k) Has been granted a license based on a factual error.
(l) Has provided false or confusing professional information with the intention of misleading the public or the person to whom it is addressed.
(m) Has been found guilty of violating any ethical or professional standard as defined by the Board in the Code of Ethics or other applicable regulations.
(n) Fails to display the official certificate of the license as a professional counselor, or a professional counselor with a provisional license, issued by the Board under this chapter, in a conspicuous place in his business office.
If the person is a professional counselor or a professional counselor with a provisional license, he/she shall not practice counseling until the suspension period ends, and may be subject to subsequent revisions by the Board, as it determines pursuant to the regulations adopted by it.
When the Board orders the license revoked, as a sanction, for any of the reasons specified in this section, such action may be permanent or for a period of time to be determined by the Board by regulations.
