The Legislative Assembly of the Government of Puerto Rico, aware of the constitutional mandate to conserve natural resources, recognizes the importance and ecological sensitivity of the coastal zone of the Metropolitan Area. Therefore, the area provided and described in § 5113 of this title is hereby designated as the “Isla Verde Reef Marine Reserve”, hereinafter the Reserve.
