The Secretary of the Department of Natural and Environmental Resources (D.N.R.A., Spanish acronym) shall have the power to expropriate any property, structure, public or private buildings located in the land in question, adjoining or adjacent to said land, that in his/her judgment should be part of the natural reserve created through this chapter. Furthermore, he/she shall also have the necessary and convenient powers to enforce the purposes and provisions of this chapter, as well as all additional powers, implicit or incidental, which are pertinent and necessary to carry out, perform, fulfill and exercise the aforementioned powers and to achieve the purposes provided by legislative mandate.
