The Secretary of the Department of Natural and Environmental Resources shall designate a Coordinator, who shall be responsible for the operations of the Program and shall execute the functions provided in this chapter.
The Coordinator shall be a person of recognized moral integrity and proven experience and knowledge in the subject covered under this chapter. The Secretary shall provide the Coordinator with the necessary administrative support for the effective operation of the Program and the adequate administration of this chapter.
