The Department of Natural and Environmental Resources may use up to a maximum of eight percent (8%) of the total balance of the fund for the Acquisition and Conservation of Land in Puerto Rico to defray administrative expenses at the beginning of every fiscal year. These expenses shall not be defrayed when the fund has a balance below that established in § 1425 of this title.
