The installation of mobile and industrial unit refrigeration and air conditioning systems that require chlorofluorocarbons (CFC’s) shall be done by refrigeration and air conditioning technicians as defined in §§ 1330 of this title.
The Association of Refrigeration and Air Conditioning Technicians of Puerto Rico is hereby empowered to organize and implement a system of inspectors to enforce compliance of the provisions of this chapter and oversee the legal practice of the technique through the supervision of persons who perform air conditioning and refrigeration equipment repair work in mobile and industrial units. The inspectors of the Association of Refrigeration and Air Conditioning Technicians of Puerto Rico, any member of the Examining Board of Refrigeration and Air Conditioning Technicians of Puerto Rico, the Commonwealth Police, the Secretary of Labor and Human Resources and the employees or officials authorized by him/her, are hereby authorized to enter construction projects, business and industrial locations, workshops or any other place where air conditioning equipment is being installed or repaired to investigate, inspect or pose questions on their compliance with this chapter.
