(a) General prohibition.— Any violation of the provisions of this chapter, of any municipal ordinance, or of any regulations adopted hereunder, shall constitute a violation of this chapter and may be sanctioned legally or administratively, at the discretion of the Authority.
(b) Specific prohibition.— No person shall store, collect, transport, process, or dispose of solid waste in any way that affects the environment, is a health or security safety hazard, or in a manner which is contrary to this chapter.
