At least fifty percent (50%) of the funds of the Program shall be used to match the funds raised by nonprofit organizations or obtained from federal programs; Provided, That this limitation shall be in effect only during the first four (4) years of the Program’s effectiveness. The Secretary of Natural and Environmental Resources shall not use the Program’s money for any operating or administrative expenses of the Program and/or the Department.
