The Secretary shall have the authority to accept economic assistance of any kind, including donations in money, technical services or equipment, from private individuals or from entities, nonprofit institutions, the United States, state governments, individual states, the Commonwealth of Puerto Rico or from any government instrumentality, agency or subdivision, for the purpose of fulfilling the objectives of this chapter.
