The Department of Natural and Environmental Resources and the Tourism Company are hereby authorized to carry out, together with the Municipality of Culebra, a citizens education campaign on the ecological and environmental value of Culebra from the viewpoint of the preservation and tourism development of the Isle. This campaign may be financed by matching funds between the municipal government and the agencies concerned in this chapter.
