When the Secretary receives information that a contaminant is present or may enter a public water system and may present an imminent and substantial endangerment to the health of persons, he shall take such actions as he may deem necessary in order to protect their health.
The action the Secretary may take shall include, but shall not be limited to: (1) issuing such orders as may be necessary to protect the health of persons who may use such systems (including travellers), and (2) commencing a civil action, including permanent or temporary injunction.
