The Interagency Board Act for the Management of Puerto Rico’s Beaches is hereby created to establish, in an integrated manner, the public policy for the management of Puerto Rico’s beaches. The Board shall be responsible for coordinating efforts and resources in the public and private sectors, to develop the security, beauty, conservation, and adequate use of the resource, while it promotes the orderly development of facilities, ensuring that they agree with the public policy regarding the development of internal and external tourism; it shall also take the necessary steps to protect the resource and avoid the contamination and erosion of beaches, and it shall also ensure that the local agencies concerned comply with the federal and state laws and regulations regarding the beach resource. The Board shall be able to enact administrative and operational regulations, and it shall study and suggest appropriate legislation regarding the areas under its jurisdiction. The Board shall be able to accept and spend money from public and private funds for the achievement of the objectives of §§ 255c–255g of this title, and to conduct any other necessary action for this same purpose. In the case of public funds outlays, these shall be obtained by the assignments and apportionments established by the operational budget of each participating public entity.
