Every natural or juridical person that operates an educational institution of preschool, elementary, secondary, vocational, technical and highly skilled, and post-secondary of non-university nature, levels in Puerto Rico, or that promises, advertises, offers or states the intention to issue certificates, diplomas or recognitions of approval of study programs of said levels, without holding a license issued by the Council, shall incur an administrative fault and shall be subject to the payment of a fine of not less than one thousand dollars ($1,000) nor more than five thousand dollars ($5,000). Subsequent infractions shall entail a minimum fine of five thousand dollars ($5,000) and a maximum fine of ten thousand dollars ($10,000). The institutions or schools that offer study programs not authorized by the Council shall incur the same penalty upon issue of a license.
