The Government of Puerto Rico hereby adopts the public policy of allowing for all certifications issued by any government agency to be requested, transacted, and issued over the Internet. All government agencies empowered by law to issue certifications shall design and implement the most adequate, efficient, and economical electronic system available, to attain the purposes of this chapter. Upon gaining access to the electronic address designated to that effect by the agencies in charge, citizens shall be able to enter their personal data, see the certification they are requesting, and print, save, and send such certifications by fax or email free of charge.
Likewise, it shall be the public policy of the Government of Puerto Rico to allow the electronic sale of Government-issue vouchers or stamps. For that purpose, the Department of the Treasury shall develop, design, and implement, by itself or with the assistance of any public or private entity, always safeguarding the identity and privacy of citizens, an electronic sales system for the vouchers or stamps required for any transaction to which the Government of Puerto Rico is a party.
