The dependencies of the Commonwealth of Puerto Rico are hereby empowered to create Assistance Programs for Employees and their Immediate Family Members; to empower the Mental Health and Addiction Services Administration to establish, [to advise] executive agencies, municipal governments and private enterprises which thus request it, and to work jointly with other assistance programs for employees and their immediate family members existing at the time of the approval of this act. For the purposes of this chapter, the spouse and children under the age of twenty-one (21) who are dependants of the public official and live with him/her shall be deemed to be the employee’s immediate family members. To the extent that the fiscal resources of each government dependency allow, the intention of the scope of the concept immediate family member is hereby authorized be broadened through regulations.
