The Secretary of the Treasury shall adopt the regulations that are needed to meet and enforce those provisions of this chapter of his/her concern. The heads of agencies shall, likewise, adopt the procedures or bylaws needed to comply with the provisions of this chapter, including the informal administrative procedure for the adjudication of controversies.
The Secretary of the Treasury shall ensure that the agencies whose funds are under his custody and control establish procedures for the transaction of payments in a coordinated and uniform way to meet the purposes of this chapter.
The regulations and procedures adopted by the Secretary and the agencies shall be effective by July 1, 1990.
