§ 2251. Definitions

For the purposes of this chapter, the following terms, phrases and words shall have the meaning and scope stated below:

(a) Agency. — Means any board, body, examining board, corporation, public corporation, committee, independent office, division, administration, bureau, department, authority, official, person, entity or any instrumentality of the Commonwealth of Puerto Rico or administrative body authorized by law to execute the functions to regulate, investigate or to issue a decision, or with the power to issue licenses, certificates, permits, concessions, accreditations, privileges, franchises and accuse or adjudicate, except:

(1) The Senate and the House of Representatives of the Legislature.

(2) The Judicial Branch.

(3) The Office of the Governor.

(4) The Puerto Rico National Guard.

(5) The municipal governments or their entities or corporations.

(6) The Conciliation and Arbitration Bureau of the Department of Labor and Human Resources.

(b) Regulation. — Means the procedure followed by an agency to formulate, adopt, amend, or repeal a rule or regulation of general application.

(c) Small organization. — Means any entity related to or that works with small businesses.

(d) Small business. — Means an entity of fifteen (15) employees or less.

(e) Regulations Review Panel. — Means the panel composed by fulltime employees of the concerned agency and the Small Businesses Ombudsman.
