The court may grant the appropriate remedy if it finds that the petitioner is entitled to a remedy.
The findings of fact of the decisions of the agencies shall be upheld by the court if they are based upon substantial evidence contained in the administrative files.
All aspects of conclusions of law shall be reviewable by the court.
