The Board may suspend, cancel or revoke a license for the following reasons:
(a) Alteration or forging of any document or material with the malicious intent to deceive or defraud the members of the Board.
(b) Negotiate or offer to sell a license to operate a diversion program or center issued by the Board.
(c) Successively suspend a license, permit or certification when one of the reasons set forth in this section for its cancelling or revoking occurs, and when the damage that could be caused is of such magnitude that would justify it.
The Board shall establish in its regulations the measures needed to handle the claims of the persons or entities whose license, permit or certification has been denied, suspended [or] cancelled. Said regulations shall be drafted pursuant to the provisions of the §§ 2101 et seq. of this title, known as the “Uniform Administrative Procedures Act”.
