The provisions of this chapter shall prevail over any general or special provision of law or regulation that is inconsistent therewith. However, it is provided that for the awarding of contracts pursuant to this chapter, all the requirements for contracting with the Government of Puerto Rico shall be met. No documents or certifications to be issued by the Government of Puerto Rico shall be delayed more than five (5) days.
