§ 1552. Purpose

The purpose of this chapter is to provide for the reorganization of the Executive Branch of the Government of the Commonwealth of Puerto Rico in order to attain the following aims:

(1) An efficient and economic functioning of government operations;

(2) to facilitate the redistribution of our economic resources in conformity with the priorities the occasion requires;

(3) to maintain and improve the rendering of services essential to the welfare of the people of Puerto Rico;

(4) to ease the adjustment of administrative standards and procedures to the realities of a dynamic Puerto Rico in order to maximize government productivity;

(5) to facilitate awareness and clarification among public employees of the purpose and aims of agencies to achieve a clearer understanding of work within the government scope;

(6) to more actively incorporate municipal structures within the development of the country;

(7) to establish closer bonds between government services and actions and the citizens;

(8) to improve the instruments and mechanisms of coordination, supervision and control that every Chief Executive must have over the Executive Branch, including its public corporations;

(9) to make flexible the government organization so as to facilitate putting into practice innovating approaches of use, consolidation, coordination and integration applicable to the totality of public activities;

(10) to propitiate that the functioning of the Executive Branch serve as an example and guide to all community sectors with regard to the degree of productivity and rendering of services to which we all should aspire.
