A Human Resources Administration System is hereby created, to be completely amenable to collective bargaining, whose primal objective shall be to apply, evaluate and protect the merit principle within the public service.
This System shall be administered by the appointing authorities, with the advice, assistance and supervision of the Office, and shall comprise all agencies constituted into individual administrators, as well as those employees or entities not expressly excluded by this chapter.
