A lockout, whether total or partial, temporary or permanent, with the purpose of forcing the exclusive representative to reach an agreement in the negotiation of the collective bargaining agreement or with the purpose of exercising undue pressure on the employees, or as reprisal for any action taken by an exclusive representative or the employees that are part of the bargaining unit, is hereby prohibited.
