The Commission shall be empowered to approve regulations for the election of the union representative in which the procedures to be followed by the labor organization and employers shall be established. Said Regulations shall require that the elections be held by casting the ballot designed by the Commission. The right to secret vote shall be guaranteed in every electoral process. The Commission shall supervise the electoral process and shall certify the winning option, pursuant to the provisions established in its regulations and this chapter. The Commission shall hold public hearings for the adoption of the Regulations for the Election of Union Representatives and shall also meet the applicable provisions of §§ 2101 et seq. of this title, known as the “Commonwealth of Puerto Rico Uniform Administrative Procedures Act”. In the drafting of said regulations, the [Commission] shall take into consideration the procedures established in §§ 61 et seq. of Title 29, known as the “National Labor Relations Act”.
