It shall be the duty of the Department of State to carry out a program for visits to Puerto Rico on the part of personages from foreign countries who can come and observe Puerto Rican life and who, after getting acquainted and familiarizing themselves with our form of government and the general development of the Island, can in some way make known outside of Puerto Rico the facts concerning us.
The Department of State may also include in its program the exchange of visits with countries which reciprocate in kind to this initiative of good will.
