The use and administration of the property received as gifts in the name of the Commonwealth of Puerto Rico shall belong to the Governor or to the respective department or agency.
Whenever the Governor accepts a gift in the name of the Commonwealth of Puerto Rico he may delegate to another official the power to use and administer the property given.
