The Historical Archive of the Legislative Assembly of Puerto Rico shall be open and accessible to the general public, and its collections may be examined, insofar as the documents that any person wishes to examine are kept within the rooms designated for such purpose and managed under the protection and conservation standards set forth in the Rules established for such purposes.
