§ 1013. General provisions

(a) Government offices shall send to the Puerto Rico Library and the Puerto Rican Collection of the University of Puerto Rico a copy or edition of each report, bulletin, magazine or book published by and disseminated within the Government.

(b) Reproductions of documents forming a part of the Archives which are made pursuant to the standards established by the Advisory Commission and certified by the Archivist, shall be admitted in evidence as though they were the originals.

(c) Upon accepting the donation of any document which is not of a public nature, the Institute of Puerto Rican Culture shall obtain from the donor a waiver of any author’s rights the donor may be entitled to and, in the event that donor is a third person, shall take all suitable measures to avoid a copyright violation.

(d) The Archivist is duty bound and hereby authorized to certify and issue copies of those documents in his custody of which reproductions are impossible to obtain.

(e) The Archivist shall, for the certifying of documents, have his official seal, of which the courts shall take judicial notice.

(f) No document pertaining to any Commonwealth dependency shall be destroyed, transferred, donated, altered or disposed of unless it is done pursuant to the provisions of this chapter. Any person who commits one of these acts in connection with any public document shall be subject to the provisions of §§ 204, 205 and 206 of the Penal Code of Puerto Rico, Act No. 115 of July 22, 1974, as amended.

Any violation of the provisions of the regulations promulgated by the Program Administrators shall constitute a misdemeanor and, upon conviction, the person shall be punished by imprisonment not to exceed six (6) months or by a fine not to exceed five hundred dollars ($500), or by both penalties in the discretion of the court.
