(1) Program Administrators may authorize the heads of dependencies under their respective jurisdiction to reproduce through the process of microphotography, photocopy, miniature photographic reproduction or photographic copy, or any other method of electronic reproduction, any public documents under their custody which merit conservation because of their legal, fiscal, administrative, informational or historic value.
(2) The originals of the documents reproduced in accordance with the subsection (1) may be destroyed pursuant to the provisions of this chapter and of the regulations promulgated hereunder.
(3) Reproductions by microphotography, photocopy, miniature photographic reproduction or other photographic copy, or any other method of electronic reproduction of said documents, shall be admitted as evidence and shall have the same value and effect as the originals, provided they are certified by the respective dependency heads in charge of their custody, or their authorized representatives, or by the General Archivist of Puerto Rico in those cases in which the documents have already been transferred to the General Archives of Puerto Rico.
