(a) The Secretary of the Treasury is hereby authorized to use the funds, premises, personnel, materials, equipment and other facilities of the electronic-machine center for the purposes of rendering services to the dependencies of the Commonwealth of Puerto Rico, to municipalities, to public corporations, to the Association of Employees of the Government of Puerto Rico, to annuity funds and to other trust funds.
(b) The Secretary of the Treasury is likewise hereby authorized to start or take part in the appropriate preliminary investigations for the purpose of determining the advisability of the center rendering its services.
(c) The Secretary of the Treasury is also hereby authorized to use the facilities of the center to survey, design or revise the appropriate procedures to bring about the conversion to the electronic system.
(d) The services rendered to the Association of Employees of the Government of Puerto Rico, to the municipalities and to public corporations with independent treasuries may be rendered only upon request thereof. For the services rendered to these organizations the center shall collect an amount that shall never exceed the total cost of the services rendered. These amounts shall be covered into the General Fund of the Commonwealth Government.
(e) The Secretary of the Treasury shall prescribe and promulgate the rules and regulations necessary to enforce this section.
