The Coordinator, who shall be appointed by the nominating authority of the agency, instrumentality, municipality or public enterprise, must meet the following requirements:
(a) Be a public service career employee.
(b) Be a public employee member of the Retirement System.
(c) Be attached to the Office of Human Resources or Personnel of the agency, instrumentality, municipality or public enterprise.
(d) Have thorough knowledge of the laws and regulations governing personnel and human resources affairs in Puerto Rico, the laws and regulations concerning labor relations and personnel of his or her entity and the laws governing the Retirement System and Public Instrumentalities of Puerto Rico.
(e) Be qualified to design and conduct research and studies on matters related to the Retirement System be they of a collective, partial or individual nature.
