A Special Permanent Commission is hereby created to study or investigate and evaluate on everything connected with the functioning, operation and administration of the retirement systems of the employees and pensionees of the Government of the Commonwealth of Puerto Rico, its agencies and instrumentalities. This Commission shall be known as the “Public Service Retirement System Special Permanent Commission”.
