The agency in charge shall make surveys relative to the application of the Social Security System to the officers and employees of the Government of Puerto Rico and its instrumentalities and municipalities, as well as of the results of the agreements approved in accordance with §§ 813-819 of this title, and shall submit to the Governor and to the Legislature of Puerto Rico, at the beginning of each regular session, reports relative to the administration and operation of §§ 813-819 of this title during the previous year, with such recommendations as it may deem proper.
