The Governor may issue an executive order to transfer personnel, whenever at the request of an agency or motu proprio, through information received from said agency, from the Office of Personnel or from the Office of Management and Budget, he may determine that, on account of the budgetary limitations or of unforeseen necessities that may arise, said agency is in need of additional personnel, and no additional funds may be appropriated to solve the problem. Through the information required from another or other agencies, from the Office of Personnel or from the Office of Management and Budget, he shall determine the personnel that may be transferred from these agencies, without prejudice to their operations, so as to render services in the agency in need of such personnel.
