In every case where neither the principal nor the assistant or deputy of any department, office or bureau of the Commonwealth government can perform the duties thereof, by reason of death, resignation, removal, disability or temporary absence, the Governor may, in his discretion, and with the approval of the Senate, authorize and direct the head of any other department, office or bureau, to perform the duties of such office until a successor is appointed or the disability or temporary absence shall cease.
