§ 24. Definition

The term “former Governor”, as used in §§ 21—24 of this title, means any person who has held the office of Governor under the provisions of the Constitution of the Commonwealth of Puerto Rico, by popular election, has not been removed from office, and has held said office for a term of at least 4 years, or has ceased therein by reason of mental or physical disability before expiration of said term.
