The Secretary of Transportation and Public Works shall, on or before the first day of October of each year, transmit to the Governor a full report of the operations of his department, of all expenditures made therein, together with such statements, facts and explanations bearing upon the construction and maintenance of public roads and buildings, and such suggestions and recommendations as to the general policy of the Commonwealth in respect to the same, as may seem to him appropriate.
