(a) The Secretary of Transportation and Public Works is hereby empowered to enter into agreements with agencies, departments, public corporations, instrumentalities, dependencies or political subdivisions of the Commonwealth of Puerto Rico and with federal agencies of the Government of the United States of America for the carrying out of permanent public works or improvements. To this end, the agencies, departments, public corporations, instrumentalities, dependencies or political subdivisions of the Commonwealth of Puerto Rico are hereby authorized to transfer to the Department of Transportation and Public Works and funds heretofore or hereafter appropriated for public works or improvements pursuant to the provisions of the act or resolution carrying the appropriation.
(b) The Secretary of Transportation and Public Works is hereby further empowered, when in his judgment he may deem it most expedient for the proper compliance with the act or resolution appropriating to him funds for public works or improvements, to transfer to the agencies, departments, instrumentalities, dependencies or political subdivisions of the Commonwealth of Puerto Rico the funds so appropriated by such acts or resolutions.
