The Secretary of Transportation and Public Works shall superintend all the Commonwealth public works, and shall be in charge of all Commonwealth property, including public buildings, roads and bridges, water power, unnavigable streams and their beds, subterranean waters, mines and minerals under the surface of private lands, public grounds and public lands, public registries and archives and reclaimed lands, with the exception of all properties adjudicated to the Commonwealth of Puerto Rico for the collection of taxes on or before the effective date of this act, that are not used for public purposes; Provided, That the Secretary of the Treasury, in consultation with the Secretary of Justice shall be charged with the administration and disposition of the real property thus adjudicated, which they may dispose of through leasing or sale at public auction, according to the regulations approved by them, the proceeds of which shall be covered into the General Fund.
