The Secretary of Agriculture shall have general charge of such bureaus and branches of the Government as may have been or may be legally constituted for the survey, advancement and benefit of agriculture, of commerce, and of other industries; the principal end of this Department being to patronize, encourage and develop agricultural interests and the welfare of the agriculturists of Puerto Rico; to improve their market conditions and to promote their opportunities for selling their products advantageously, and said Secretary shall discharge such other duties as may be prescribed for him by law.
