§ 383. Personnel of Department—Number stipulated in budget

When the Secretary of Agriculture prepares the budget of his Department, he shall stipulate the necessary number of clerks, stenographers, typists, janitors, or messengers, or the number of any other employees or personnel that may be necessary for the proper functioning of the Department of Agriculture, its bureaus, divisions, services, sections or dependencies; Provided, That the items for the maintenance of the department, as well as the salaries of its personnel, shall be appropriated annually in the general budget of expenses for the support of the Commonwealth Government.
