The Director may request and receive from any department, administration, agency, public corporation, board, commission, municipality, or instrumentality of the Commonwealth of Puerto Rico, the assignment, loan or transfer of any property or equipment needed to comply with the purposes of this chapter. Said public entities are hereby authorized to do so, provided none of their essential programs or services is affected.
