The Secretary of Labor and Human Resources is hereby authorized to reorganize, consolidate, or coordinate, from time to time, the various bureaus, services, divisions and offices of the Department of Labor and Human Resources, and he may abolish them in whole or in part, and create new ones, whenever such changes may be necessary to accomplish any of the following purposes:
(1) To promote the best enforcement of labor protecting laws and the most effective and expedite management of the business of the Department;
(2) to raise the efficiency of the Department to the fullest extent possible;
(3) to reduce expenditures and promote economy to the fullest extent consistent with the efficient operation of the Department, and
(4) to avoid total or partial overlapping of effort.
