The Office of Internal Auditing is hereby created in the Department, to be under the direction of an Internal Auditor appointed by the Secretary, who shall be a person of proven moral standing and is experienced and knowledgeable in government accounting and auditing principles. The Internal Auditor shall answer directly to the Secretary.
