An insured member shall be eligible to receive insured years of service insurance benefits, provided that:
(a) He/she has contributed to the insurance for, at least, ten (10) years as of the date of he/she avail him/herself of said insurance policy.
(b) He/she receives or is eligible to receive a disability pension or a pension for years of service rendered under the retirement system by which he/she is covered.
