Every government entity required by law to certify payrolls shall notify the Executive Director of every appointment, death, resignation, separation, or suspension of any official or employee under its jurisdiction. Likewise, when employees are on leave, it shall be notified in the corresponding payroll that such employees have not expressed their intention to resign upon expiration of said leave, hence, a withholding shall be made for the period corresponding to said leave with regard to any outstanding debt or obligation to the Association that such employees may have. If the intention of said employees is to resign from their office or job or in the event of separation, the personnel responsible for the certification of payroll are required to direct the withholding of the total amount, or the necessary amount, to pay off any debt outstanding in the Association.
