The Social Welfare Bureau of the Department of Health shall be responsible for:
(1) Conducting the child-welfare activities, including the services for the protection and care of homeless, dependent and abandoned children and children in danger of becoming delinquent;
(2) encouraging the development of the local child-welfare agencies necessary for the efficient application of §§ 191—197 of this title;
(3) favoring the development of adequate policies for the care of children by public and private institutions, associations, organizations and agencies;
(4) cooperating with the Commonwealth institutions which provide for the care of children, especially by making investigations and observing the course of each case;
(5) cooperating with other Commonwealth departments, institutions and agencies, with the Court of First Instance, and with public or private agencies or organizations which render child services;
(6) cooperating with the federal government, through its corresponding agency, in the establishment, extension and strengthening of the services for the protection and care of homeless, dependent and abandoned children and children in danger of becoming delinquent;
(7) developing, jointly with the federal government, through its corresponding agency, a plan or plans for the purposes specified in subsection (6) of this section, and
(8) administering all the funds placed at the disposal of the Department of Health by the federal or Commonwealth Government or by any political subdivision thereof, for such purposes.
