(1) Agency.— Means any board, body, examining board, public corporation, commission, independent office, division, administration, bureau, advocate’s office, department, authority, official, person, entity, or any instrumentality of the Commonwealth of Puerto Rico, except for:
(a) The Legislative Assembly of Puerto Rico.
(b) The Judicial Branch.
(c) The Office of the Governor of Puerto Rico.
(d) The Puerto Rico National Guard.
(e) The Municipalities.
(f) The Office of Management and Budget.
(g) The Office of Government Ethics.
(h) The State Elections Commission; and
(i) The Office of the Comptroller of Puerto Rico.
(2) Strategic plan.— Means the document whereby the management intends to establish the strategy to be followed for an established period of time. Such plan shall be quantitative and establish the goals to be achieved by the agency; clear in describing the way in which such goals shall be achieved and the strategy therefor; and temporary, indicating the timeframe for the agency to achieve such goals.
(3) Annual performance plan.— Means the document whereby the management establishes the objectives to be attained every year and the way to attain them. This Plan shall be consistent with the Strategic Plan.
(4) Employee of the Government of Puerto Rico.— Means any regular, transitory, temporary, or trust public service employee who has joined the public service under full compliance with the provisions of §§ 1461 et seq. of this title, better known as the “Public Service Human Resources Administration Act of the Commonwealth of Puerto Rico”.
