The Council shall have the following powers, authorities, attributions, and prerogatives inherent thereto, among which are, without it being construed as a limitation, the following:
(a) To require from agencies any information, documents, and/or records that are necessary to carry out the functions and responsibilities entrusted thereto under this chapter;
(b) to call meetings and discuss, with the heads of agencies or their authorized representatives, the proposals of change being evaluated that may affect their respective agencies, as well as the drafts of the reorganization plans resulting from such evaluations;
(c) to evaluate the Executive Branch, including public corporations, in order to propose changes as necessary to meet the purposes and ends set forth in § 8822 of this title;
(d) to submit the recommended reorganization plan or plans, referred to hereinbelow, for the consideration of the Governor. Heads of agency may present reorganization proposals and make change recommendations to the Council. Along with the corresponding plan or plans, the Council shall send an explanatory report thereof whereby the need for their approval is justified in accordance with the provisions of this chapter, and
(e) to establish bylaws allowing for its effective, efficient, and orderly operations in order to attain the objectives of this chapter.
